摘　　要：各种类型、各个层面的城乡统筹规划实践正在我国展开,然而在中国宏观发展背景的作用下,一方面,城乡统筹规划的实践表现出了许多认识的误区,产生了功利主义和利益博弈的取向;另一方面,由于缺乏系统配套的制度与法规支撑,城乡统筹规划面临着巨大的实施难题。文章通过对当前国内城乡统筹规划实践的检讨,揭示了"变奏"的相关现象和原因,指出域乡统筹规划及其实践的效果既需要自身不断的努力,也依赖于外部发展环境和整体制度、法规建设的完善。Of all types, at all levels of urban and rural integration planning are being carried out in China. But in the context of China＇s macroeconomic development, on the one hand, the practice of urban and rural integration planning showes a lot of understanding of the errors, and have had a utilitarian and game-oriented; on the other hand, due to the lack of institutional and regulation support, urban and rural integration planning is faced with a huge problem of the implementation. Through the review on the current practice of urban and rural integration planning, the article reveals the related phenomena and reasons of the ＂variation＂ , and points out that the practice of urban and rural integration planning and its effect not only needs their own efforts, but also dependents on improving the external environment for development, the overall systems and regulations.
