摘　　要：文章针对电力生产实践中常常感觉模糊的三个问题进行了探讨,阐述了电力生产建设领域风险控制与安全管理、风险控制与安全管理规章制度、风险控制与反违章的相互对应关系,认为电力安全风险控制的核心就是反违章,并就如何反违章,提出了分析和建议。The paper carried on thoroughly studies about some fuzzy problems, mainly including corresponding relations of three aspects as follows： （1） risk control and safety management of power production and construction, （2） risk control and safety management rules and regulations, （3） risk control and anti-illegal activities. The result shows that the anti-illegal activities play the key role in e-lectric power risk control and makes some advices on how to control the illegal activities.
