建立精准的用水计量体系和累进的农业用水价格机制的调查研究

摘　　要：关于精准的用水计量的调查表明:我国按实际用水量来计价的比例很小;农民对按实际用水量计价方式的需求低;按实际用水量计价在实际操作中存在一些问题。关于建立累进水价的调查表明:目前的用水定额和定额水价的确定还有待进一步科学化,农民对定额水价按季节性和作物来区别的认识有待进一步提高,应采取措施获得农民对推进累进制水价和提高水价的支持。应通过合理农业用水非农化后的收益分配机制,约束供水成本,健全水价收取制度等措施建立优惠的农业累进水价制度。Some problems are to be solved for exact measurement of using water such as the low proportion of measuring effectively using water for user, the low proportion of demand of measuring effectively using water, some existing difficulty protecting measuring effectively using water. Some problems are to be solved for progressive water price such as the determinants of using water ration and its price, the different price from different season and kind of crops, support of acting progressive water price and improving water price. At the same time, other assistant steps are needed, such as rational distribution of changing water income from agriculture to another, limitation of the cost supplying water, construction of collecting water price system.
