统筹城乡发展:国外经验借鉴及启示——以成都试验区建设为例

摘　　要：本文援引国外在统筹城乡发展中的成功经验,如政府干预、立法保障、土地改革、加大对农村财政支付力度、多途径解决农民进城之忧、重视统筹城乡发展的科学规划等,据此得出对成都试验区建设的启示,即:进一步推进政府职能转变、完善相关的地方性法律法规、深化农村土地产权制度改革、健全财政支农支出增长机制、为农民工转变为新市民创造条件、科学规划城镇规模化发展、统筹城乡环境保护与建设等。This article cites the suecessfnl experience of overseas plans in the city and countryside development, eg for government intervention, legislative safeguard, land system reform, enlarge to the countryside finance payment dynamics, multi - ways to solve questions of the farmer to enter a city, take seriously to the science plan of the city and countryside development and so on. And finally, obtains enlightenment for the Chengdu pilot area construction according to the above analysis.
