创新科研管理 实现“十一五”跨越发展——以徐州农科所为例

摘　　要：文章回顾了"十一五"以来徐州农科所在农业科研方面取得的优异成绩,阐述了做好新时期组织管理、跟踪服务的重要科研管理工作,总结了争取科研项目、建设创新平台、构建学科体系、加强产权保护、完善运行机制等创新科研管理的成功做法,并针对在农业科技创新中现存的突出问题,提出了实施学科建设、增强创新能力、构建人才梯队、改善科研条件、营造学术氛围、加强国际合作、优化综合环境、创新管理机制、强化成果培育等一系列推进"十一五"农业科研跨越发展的创新性思考。The outstanding resuhs of agricultural since researches in Xuzhou Agricultural Science Research Institute in the Eleventh Five-year Plan were reviewed in the paper. Main scientific research management in new period, such as organization, administration and follow-up service, was described. Successful measurements for innovating scientific research management were summarized, i.e., competing for hosting the key scientific projects, construction of innovational platform, construction of the subject system, strengthening intellectual-property rights and perfecting operation mechanism. According to main problems in agricultural science and technology innovation, innovative thoughts to promote leap development of agricultural research in the Eleventh Five-year Plan period were put forward, i.e., carrying out subjeet construction, strengthening the innovalion ability, building up new talent hierarchy structure, improving research condition, constructing academic atmosphere, strengthening intermational cooperation, optimizing comprehensive environment, innovating management system, strengthening achievements cultivation arid so on.
