摘　　要：党委新闻发言人制度不仅是实现党务公开、加强党内民主建设的制度化保证,也是在新形势下提高党委传播能力和舆论引导能力的重要举措。如何认识建立党委新闻发言人制度的意义,在制度设计上加以完善,是党委新闻发言人制度建设必须解决的问题。同时,通过提高新闻发言人的素养,细化党委新闻发布会的组织与实施,是保证这一制度取得实效的关键。The Party press spokesperson system is not only the institutionalized guarantee to achieve openness in party affairs, strengthen inner-party democracy, but also an important measure to improve the party＇s communication ability and the ability to boot the public opinion in the new situation. How to understand the significance of establishing the party spokesperson system and perfecting its design, is what the party press spokesperson system construction must be addressed. At the same time, refining the organization and implementation of the party press conference by increasing the quality of the press spokesperson, is the key to ensure the effectiveness of the system.
