摘　　要：治理理论和民主行政理论的兴起,为公民表达权的回归提供了一个新的视角和理论基础。重视公民的参与和表达正在成为新时代全球性的公共行政改革的发展趋势,为公共事务的有效治理提供了一种全新的思路,有助于提高决策的科学性和民主性,增加政府管理的透明度,增进公民与政府之间关系的和谐。It has been an important tendency of the public administration reformation to emphasize on citizen＇s participation and expression, which provides a new line for the effective governance of public affairs, contributes to scientificity and democracy of policy- making, increases the transparency of government administration and promotes harmonious relationships between the citizens and the government.
