摘　　要：非战争军事行动卫勤必须有法制保障。非战争军事行动卫勤法规应该从概念界定着手,弄清和战时卫勤法规的区别所在,即;法规指引、法源基础、成熟度和任务目标上的不同。应着重把握应急机制、指导原则、任务类型、行动样式、实施程序、平时训练等方面的具体特点,从理论和实践上不断丰富我军非战争军事卫勤法规体系,为我军卫勤肩负起新使命提供法律支撑。Non -war military operation of medical service must have a legal guarantee. Non -war military operation of medical laws and regulations should be clarified the difference with wartime medical service and its reg- ulations from the definition, that is ： Guidance of laws and regulations, legal source base, maturity and goals are dif- ferent. The emphasis should be focused on grasping the emergency mechanism, guiding principles, task type and style of action to implement the program, training in peacetime and other specific features. From theory and prac- tice, our system should be constantly enriched of non - war military medical laws and regulations, which would pro- vide legal support for the new missions of our army.
