摘　　要：为了研究农村电网投资效益问题,从电网投入与产出的角度,构建了投资效益评估指标体系,应用数据包络的评估方法,对各电网投资效益进行测算和评估;得到了基于综合投入与综合产出的电网效益值、非有效网络与最优网络的差距、投入要素的冗余等信息。将现状网络与规划网络放在同一参考集中综合评价,可量化电网规划方案对提高网络效益值产生的影响程度及方案的优劣,有利于相关决策人员制定和调整网络规划方案,优化资源配置,提高资源利用效率。实例计算结果证明了该方法的有效性。In order to research the investment benefit of the rural power network, the data envelopment analysis （DEA） is applied in this paper. In this method, the input and output indices are set from the viewpoint of input-output and the utilization efficiency of these power networks which are calculated and evaluated by DEA. And following results are obtained, including the investment benefit of the rural power network, the disparity between realism and optimal conditions of inefficient network, the redundant statistics of input factors. Evaluating the existing network and the planning network in a collection of identical elements, it can quantify the impact of the network planning on improving the investment benefit. The method can help the decision-makers to establish or modify network planning so as to improve the efficiency of allocating resource. Calculation and analysis results of actual case show that the proposed method is scientific and rational.
