摘　　要：目前，在我国科技成果评价的主体、评价的中介（评价的标准、方法、程序等）和评价的客体这三大体系中存在着一些问题。本文通过对这些问题的探讨与剖析，针对性地提出转变政府及管理部门的职能，建立合理的评价指标体系，加强评价环境建设等对策，以期对科技成果做出更加客观、公正，更科学地评价。At present, there are some problems in the three systems which are the subject, medium（standard, method, procedure） and object of sci-tech achievments evaluation. According to the discussion and analysis of these problems, changes in the functions of government and administrative departments, establishment of reasonable evaluation in- dex system and strengthening the evaluation environment construction are proposed to make more objective, fair and scientific evaluation.
