摘　　要：公众参与是环境影响评价过程中的重要部分,在环评中发挥着特殊作用。针对目前中国环境影响评价中公众参与的实施情况,从参与主体、实施主体和具体实施过程三方面对环境影响评价中公众参与制度存在的问题进行总结,从宏观及具体操作过程上提出增加公众参与有效性的对策,分别提出了建立公众参与的法律保障、提高公众的环境意识、提高实施者的综合素质以及完善信息公开制度,选取具有代表性的参与对象,采取有效的参与形式,科学分析公众意见等具体实施建议。Public participation, an important part of EIA, play a special role in EIA. On account of current situation of public participation in EIA in China, the problems of public participation in EIA were summarized in participation bodies, implementation bodies and implementation process. Some countermeasures in macroscopic view and operating process were put forward to increase the effect of public participation. Specific suggestions such as establishing legal safeguard, strengthing the public environmental consciousness, enhancing implementers＇ general quality, consummating information publication, choosing representative participation bodies, taking effective modes of public participation, scientificly analyzing public opinion were advanced.
