欠发达地区基层体育产业迟缓发展的调查

摘　　要：体育产业是一个国家或地区经济发展与社会进步的重要内容。运用文献资料、专家访谈和问卷调查等方法,对欠发达地区基层体育产业发展的现状进行调查,并建立评价指标体系,在此基础上进行纵、横向对比,衡量体育产业的发展进程,以期为欠发达地区基层体育产业发展提供科学的决策参考。结果显示:1)欠发达地区基层体育产业发展仍处于起步阶段,由于基础条件较差,体育产业尚未形成气候,有待进一步培育。2)欠发达地区基层体育产业能够为事业发展筹资造血的主要还是靠销售体育彩票以及门面房出租,而体育健身娱乐、体育竞赛表演、体育技术培训以及体育场馆开发等未能得到较好的发展,自我造血功能不强。3)欠发达地区没有较完善的体育产业发展政策,各地政府所能提供的体育经营服务、吸引体育投资的项目相当有限,群众的体育消费观念尚未完全建立,社会力量兴办的体育产业同样发展缓慢,体育市场还没有形成。Sports industry is an important content of economic development and social progress for a country or area. By means of literature review, interviews with experts and questionnaire, the authors of this text have surveyed the current situation of sports industry development in the primary level of under--de- veloped areas and established a system of evaluation index, and based on this, they have carried on vertical and horizontal comparison to evaluate the developing process of sports industry, in the attempt to offer scientific consultation for the development of sports industry in the primary level of under--developed areas. The results show： 1） the development of sports industry in the primary level of under--developed ar- eas is still at the starting stage because of the relatively poor basic conditions and sports industry in the areas has not formed any scale and yet to be fostered furthers2） the development of sports industry mainly depends on the fund--raising by sales of sports lottery ticket and shop--leasing in the primary level of under--developed areas, while sports fitness and recreation facility, sports competition and shows, sports technical training and the building of sports gymnasiums and stadiums have not been developed well, and as a result, its self--developing function is not established; 3） there are not any comprehensive developing policies of sports industry in the under--developed areas, the sports operation service and projects that may attract sports investment,offered by the local government are quite limited. Besides, the sports con sumption idea of the common people has not been totally formed, the sports industry invested by social forces develops slowly and the sports market has not taken shape yet.
