摘　　要：我国高校非行政化改革,既不是一味地增加高校的自主权,也不是去行政化,而是有其科学的内涵和目标体系。据此提出的高校非行政化改革战略实施的7S构架,清晰地描绘了改革的主要切入点。从制度经济学和系统论的视角,在制度改革的形式及主体、改革顺序、改革速度、改革路径与突破口等方面,探讨了高校非行政化改革的实施方式。de-administration reformation has its scientific implications and aims. It is not to enhance independence blindly nor to get rid of administration in Chinese universities. Accordingly, the paper suggests a system of ＂7S＂ which indicates clearly the main efforts of the de-administration reformation. From views of institutional economics and systematic approach, the paper discusses the mode, order, pace and other issues of the reform.
