摘　　要：胡锦涛主席在十七大报告中明确提出:发展现代服务业,提高服务业比重和水平。国务院在《关于加快发展服务业的若干意见》中指出:有条件的大中城市形成以服务型经济为主的产业结构。上海作为国内经济最发达城市,有条件也有义务尽快建立服务型经济结构,本文旨在通过对国际大都市服务型经济构建历程的研究,对上海构建服务型经济提出建议。President Hu pointed out that we must develop modern servicing industry and increase the proportion and the level of servicing industry. The State Department also pointed out those big cities that have conditions mast come into being servicing economy as soon as possible. As the most developed city in China, Shanghai has the conditions and the obligation to form servicing economy firstly. This paper aims to research how these international metropolises to develop servicing industry. And make suggestions to Shanghai＇ development of servicing economy.
