摘　　要：关中—天水经济区建设必须协调好经济区与行政区的关系;关中—天水经济区合作的制度框架只能是建立在交往理性基础上的合作博弈;合作机制的实现,要有实施合作行为的制度环境和组织载体;关中—天水经济区目标的实现需要建立具有一定规范的、具有法律地位的区域合作组织来管理跨区域的事务。For developing the economy of Guanzhong-Tianshui area it is necessary to coordinate the relations be- tween the economic zone and political administration. The framework of Guanzhong-Tianshui economic cooperation system can only be built on the basis of rational mutuality. The realization of cooperation needs proper system and situation and organizational bodies. Its goal is to build a normal and regional organ with legal status to deal with the transregional economic affairs.
