摘　　要：目的构建一套客观、系统的结核病防治效果评价指标体系,为综合评价各地区结核病防治效果提供科学依据。方法通过文献分析初步构建评价指标体系,运用头脑风暴法和Delphi法筛选评价指标并确定各指标的权重,并应用统计学方法对综合评价模型进行检验,最后以湖北省为例对该评价指标体系进行实证分析。结果三轮专家咨询的积极系数均为100%。专家权威程度为0.91。第三轮专家咨询的意见协调系数为0.339,卡方检验P<0.05。构建了包含6个一级指标、15个二级指标、39个三级指标的结核病防治效果综合评价模型,以及各指标的权重。实证分析结果显示,湖北省结核病防治整体能力及效果较好,综合得分为92.76,与访谈的结果较一致。结论专家们非常重视此项研究,专家意见的可信度高,结果可信。专家意见协调性好,第三轮结果可取。通过复核评价,发现该指标体系具有较高的客观性、可靠性和可操作性。Objective To establish an objective and comprehensive evaluating index system for tuberculosis control and provide scientific basis for evaluating tuberculosis control effect in different areas.Methods All primary indices were preliminarily determined based on literature analysis.The brainstorming and Delphi method were used to screen the indices and weigh the important coefficients,statistical method was used to test the feasibility of the comprehensive evaluation system model.Meanwhile,the empirical analysis of Hubei Province was adopted to verify the rationality of this system.Results The experts＇ activity coefficients of the three rounds-Delphi consultation were 100%,and the authority coefficient was 0.91.The third round harmonious coefficients was 0.339 with statistic significance （P〈0.05 ）.Thereafter,a comprehensive model was established,including 6 first class indicators,15 second class indicators,39 third class indicators and their weights.Empirical analysis showed that the comprehensive ability of tuberculosis control effect in Hubei Province was good,having an integrated score of 92.76.Conclusions The experts paid high attention to this study.Because of the high reliability and good coincidence of the experts＇ advice,the third round Delphi results was statistically reliable.It was found that the index system had high objectivity,reliability and operability through the review of evaluation.
