摘　　要：正确的信息是人类做出正确决策的前提,社会组织形式与技术进步是制约人们获取信息能力的主要因素,我国历史上形成的自上而下的信息管制传统,滞后于我国社会组织形式变革和技术进步,造成了政府与民众的沟通障碍。针对这种情况,笔者指出我国政府在信息管制方面必须转变的一些理念。Correct information is the foundation for people to make correct decision. Social organization and technical progress are the main factors to decide the ability to gain information. The traditional way of information management is obviously the drag of the reform of our social organization and technique progress. It courses the obstacle to the understanding between officials and the public. In order to overcome the obstacle, some concepts to be changed by our government are made in information management.
