基本医疗卫生制度对居民基本医疗服务可及性和利用的影响:基于甘肃的个案研究

摘　　要：基本医疗卫生制度建立的目的是消除居民利用基本卫生服务的经济障碍,向全体居民提供适应经济发展阶段和政府及个人承受能力的,安全、有效、方便、价廉的基本医疗服务,促进卫生服务利用公平性的提高。将探索卫生服务可及性和利用的分析方法,并以甘肃省为个案,对基本医疗卫生制度建立前后居民基本医疗服务可及性和利用状况的变化进行测量,评价基本医疗卫生制度对其产生的影响。Essential health services system should aim at eliminating the economic barriers obstructing people＇s utilization of essential health services, provideing safe, effective, convenient and inexpensive essential health services to the entire population, and improve equity of health utilization. Taking Gansu province as an example, in this study, people＇s availability and utilization probability of essential health services were measured, predicted and compared before and after the establishment of essential health services system. Measurement of these changes can be used to evaluate the impact of the new system.
