社区卫生服务体系建设项目理论评价案例:来自新疆石河子市的经验

摘　　要：应用项目评价理论对新疆石河子市社区卫生服务体系建设项目的逻辑性、适当性和合理性进行评价的结果显示:项目的目标与国家社区卫生发展总目标是一致的,具体目标清晰且可行;该体系在结构、功能和程序方面满足了社会要求,缓解了"看病难、看病贵"问题;该体系尚存在的主要问题是运行管理机制的设计仍有缺陷,导致委托管理成本高和社区卫生服务机构工作效率不高。Through program assessment theory, the paper made evaluation on the logic, properness, and rationality of community health service system construction in Shihezi, Xinjiang. The resuhs showed that, the program objectives are consistent with the goals of national community health development and each specific objective is clear and feasible. The program structure, function and procedure given are able to meet the social needs and the issues of ＇difficult to see doctor for common diseases＇ and ＇unaffordable to see doctor for common diseases＇ were solved elementarily. The main problem is that the entrusting management of community heahhcare facility results in the high cost of coordination and the low efficiency in community healthcare management.
