关于建立健全党内激励关怀帮扶机制若干问题的思考

摘　　要：建立激励关怀帮扶机制是新时期党建伟大工程的重要环节,是中国和谐社会建设的基本内容之一。这一机制体现的是以党员为主体的党内制度运作要求。其理论基础是党内关怀思想。建立健全这一机制的基本原则包括:普遍关爱与重点帮助相结合;精神激励与物质帮助相结合;关爱党员与关爱群众相结合;解决思想问题与解决具体困难相结合;保障享受权利与督促履行义务相结合。建立健全党内关怀帮扶机制,需要特别重视弱势党员群体的帮扶。It is an important link in new era party building to establish motivation, care and aiding mechanism and is also one basic content of constructing harmonious society in China. The mechanism manifests the requirements of the operation of inner-party system with party members as the subject and its theoretical basis is inner-party care thinking. The basic principles behind the mechanism include： the combination of solving ideological problems and concrete difficulties and that of guaranteeing exercising rights and supervising performing duties. Special attention should be paid to aiding vulnerable party member groups in establishing and perfecting inner-party care and aiding mechanism.
