摘　　要：分析了地方高校教学管理的特点和现状,提出了以人本理念来健全二级教学管理制度,并指出增强管理制度的开放性、透明性和民主性,是促进地方高校二级教学管理规范化建设和高校发展的重要途径。The paper firstly analyzes the characteristics and current situations of the two level teaching management in local universities,then proposes adopting the people-centered idea to improve the teaching management system and finally points out that enhancing the openness, transparency and democracy of ,he management system is an important way to promote the stancard construction of two-level teaching management between college and its departments and the development of local universities.
