国外基础设施投融资机制对我国城镇污水、垃圾处理市场化改革的启示

摘　　要：基于对国外基础设施投融资机制改革经验的分析,从目前城镇污水、垃圾处理的现状出发,提出我国应该借鉴国外先进经验,加快我国城镇污水、垃圾处理投融资机制的市场化改革,采用多元化的市场融资方式,并从经济制度、法律制度等方面为各类社会民间投资主体进入污水、垃圾处理行业提供良好的投资环境。Based on analysis of the market reform experiences in foreign infrastructure investment-finance. This paper focused on sewage and garbage disposal in China＇s towns and cities. China should make use of a wide range of market financing, broaden the financing channels and provide a good investment environment from the economic system, the legal system and other aspects of civil society for all types of investment to enter the sewage and garbage disposal industries.
