摘　　要：防汛通信系统是中小型水库的基础设施和防洪非工程措施的重要组成部分。河南省充分利用现有通信基础设施,综合运用先进可靠的通信技术手段,构建完善的全省中小型水库正常和应急保障通信系统体系,为充分发挥水库工程效益、安全调度运用和防洪减灾提供更加通畅可靠的通信保障。Flood control communicate system, infrastructure of medium and small reservoir, is an important part of non-engineering flood control measure. Henan province makes full use of the existing communication infrastructure, with the integrated use of advanced and reliable technological means of communication, to construct normal and emergency communicate system among reservoirs of medium and small size, which provide a more reliable and free communication support system for giving full play to reservoir benefits, safe use and flood control scheduling.
