转型期的政府公共性问题:审视、反思、求解

摘　　要：公共性是政府的根本属性,也是其合法性的基础。然而,在社会转型期,实然与应然仍然存在着的差距甚至背离,使政府公共性日益成为问题。反思其原因有传统行政模式的弊端、缺乏良好的行政伦理、公共权力缺乏监督制约、公共精神缺失等。服务型政府建设是解决政府公共性问题的路径选择。在构建服务型政府的过程中,将社会公平作为公共行政的核心价值,强化政府公共服务职能、推进蕴涵公共行政精神的新型行政文化的转变和发展、培育成熟的公民社会等是提升政府公共性的途径。Publicity is the fundamental property of a Government, and the basis of its legitimacy. However, there are still gaps and even a departure between reality and ideal in the period of social transformation, the government publicity has increasingly become a problem. By reflecting, we can find follow reasons： the drawbacks of the traditional administrative model, the lack of good administrative ethics, lack of supervision and restraint of public power, lack of public spirit, and so on. Building a service-oriented government is a choice of path to resolve the issue of government publicity. In the process of building a service-oriented government, social equity should be regarded as a core value of public administration, strengthen the government＇s public service function, and promote the transformation and development of new type public administration culture which implicate the spirit of public administration, cultivate a mature civil society is a way to enhance the publicity of government.
