摘　　要：通过对我国安全现状的分析,剖析特大事故和特重大事故发生的根源,探索从安全意识教育入手,建立和培养安全管理理念,以实现预防、减少和控制事故发生的有效方法。Analysis the status quo of our national security and analysis the root causes of special serious accidents and major special serious accidents, from the safety awareness education, search for establishing and cultivating the concept of safety management, in order to achieve prevention, reduction and control an effective way to the accidents.
