摘　　要：言为心声的“言”是指立功立言。这种心声是为民族的复兴，人民的富裕，国家的强盛而发。这种“言”论是“为生民立言”，为天下苍生说话。立功就是为公众提供优质的公共服务，执政为民，为社会创造财富；立言就是胸怀天下，倡导社会正义，弘扬公共道德，推动社会进步。The one＇s words echo what is in one＇s heart ＂the word＂ is refers renders meritorious service commits the ideas to paper. This kind of aspiration is for nationality＇s revival, people＇s wealth,the country powerful sends. This kind ＂the word＂ discusses is ＂commits the ideas to paper for the people＂, speaks for the world common people. Renders meritorious service is provides the high quality public service for the public, being in power is the people, creates the wealth for the society; Commits the ideas to paper is the mind world, the initiative society is just, brings honor to the public moral, impels the social progress.
