“新生代”农民工的政治参与问题研究

摘　　要："新生代"农民工既无法回归农村政治生活又不能融入城市政治生活,成为事实上的"政治边缘人",而"新生代"农民工的这种"政治性贫困"主要缘于目前的城乡二元体制。扫清"新生代"农民工政治参与的二元户籍等制度性障碍、提高"新生代"农民工组织化程度、拓宽"新生代"农民工利益表达渠道、不断提高"新生代"农民工政治参与技能,以其政治影响力积极影响政府(或单位)的决策,才能让"新生代"农民工共享均等化的城市公共服务,逐步实现其城市融入梦想。In this paper,based on a questionnaire survey and interviews of Hunan and Guangdong off-farm workers,the author compares the similarities and differences of the'new generation'off-farm workers with the previous generation in terms of civil rights,lifestyles and social expectations, etc. ,stating that'the new generation'off-farm workers are not only unable to return to political life in rural areas,but also unable to integrate into the urban political life,and that they have become real'political marginal people'. Such'political poverty'of the'new generation'off-farm workers is mainly caused by the current urban-rural dual system. The author proposes a through clearing of the barriers of the dual system of household registration in the political participation of the'new generation'off-farm workers,the enhancing of their degree of organization,and the broadening of their interests expressing channels. The author also calls for the continuous improvement of their political participation skills to influence the government (or workplace) in the decision-making,so that the'new generation'off-farm workers can share the equalization of urban public services,and gradually realize their dreams of urban integration.
