高校图书馆“超期罚款”的困境及改进方法

摘　　要：超期罚款是大多数高校图书馆为促进有效管理、防止资源滥用而对超期借阅者给予的一种经济处罚手段。然而,超期罚款在合法性、内容和标准等方面还存在一些问题,难以取得预期的效果。以法律为准绳建立超期罚款政策并将罚款与限权相结合,根据文献类型、借期等对罚款政策的内容加以细分,引入权重的概念,根据文献的重要性、读者需求、超期时间长短等建立相对统一的罚款标准体系等方法,将会使高校图书馆的"超期罚款"政策更好地发挥作用。Overdue fine system is economic means of punishment to promote effective management and prevent the abuse of library resources for readers who extend the loan period. However, overdue fine system has defects in its legitimacy, content and standards, so that it couldn＇t achieve desired results. Some methods will make overdue fine system play better roles in university libraries, such as establishing policies of overdue fine system according to taws, combining fine with the right limitation; classifying the content of overdue fine system according to literature types and loan periods; introducing the concept of weight and establishing unified standard system of overdue fine system according to the importance of literature, readers＇ demand and extended loan period, and so on.
