摘　　要：目前各国正在推行或酝酿的各种应对气候变化措施均与现行WTO规则存在不同程度的冲突。对于如何协调此种冲突,发达国家与发展中国家有着截然不同的立场。笔者认为,要实现应对气候变化措施与WTO规则之间的和谐共存,各国应在可持续发展原则和共同但有区别的责任原则的指导下进行公平合理的责任分配,避免借应对气候变化措施之名行贸易保护主义之实。All the measures dealing with climate change being adopted or considered are in conflict with WTO rules to some extent. The developed countries and developing countries have different opinions on how to settle the conflict. Therefore, in order to harmonize the relationship between the measures dealing with climate change and WTO rules, all countries should assign the responsibilities equitably and reasonably under the guidance of sustainable development principle and common but differentiated responsibility principle, avoiding implementing trade protectionism in name of dealing with climate change.
