摘　　要：农村养老保险是一项庞大的系统工程,其设计应具有一定的前瞻性。农村土地改革是农村改革的重要一环,土地流转是农村土地改革的核心,而农村养老保险制度的设计又直接关系到土地流转的顺利进行。本文以农村土地改革为背景,借鉴发达国家农村社会养老保险制度与土地集中化互相促进的经验,设计农村土地改革背景下河北省农村养老保险制度框架。Rural endowment insurance is a large scale project. Its design should be prospective. Rural land reform is a key point of rural reform and the transfer of land is core of rural land reform. The design of rual endowment is closely conncted with e smooth process of land transfer. Under the background of land reform, the paper absorbs experience of interactive promotion between rural endowment insurance reform and transfer of land in developed conutries, designes the framework of rural endowment insurance under background of rural land reform in Hebei Province.
