摘　　要：要实现循环经济"减量化、再利用、再循环"的发展要求,城市生活垃圾的治理是一个重要组成部分,坚持生活垃圾治理的"减量化、资源化、无害化"是实现循环经济发展模式的要求和体现。本文围绕垃圾源削减而设计的治理模型,有助于实现垃圾源的削减、分类回收和最终为垃圾无害化处理提供资金支持。To achieve the goal of waste reduction, waste reutilize and waste recycle , the disposal of waste is an important component of solid waste management. Adhering to the ＂reduction, resource recovery, harmless＂ is the realization of recycling economy development model. This means that scale fees are not conducive to garbage reduction, and charging transaction cost is too high. This article centers on the garbage of the fee structure and governance model, which will help to achieve the source waste reduction, separation and recovery.
