摘　　要：通俗图书馆是民国初期广泛设立的文化教育机构。当时,日本社会教育的影响及国内教育改革、财政状况的现实需要使得通俗图书馆成为国内一种社会教育事业。教育主管部门把通俗图书馆作为社会教育的重要设施进行制度设计,通俗图书馆不仅在教育行政制度上有保障,而且其自身的制度建设也不断完善。针对普通民众的借阅活动集中体现了通俗图书馆的"通俗"特色,这与社会教育的理念与要求正相符合。Popular libraries were widely established as cultural and educational institutions in the early Republic of China. At that time, the impact of social education in Japan and the educational reform and the financial situation in China made the popular library become a kind of social education, and the education authority carried out system design for it. Popular libraries were not only guaran- teed in educational administration system, but also their own system construction were improved. The borrowing and reading activities for ordinary people epitomized the ＂popular＂ characteristic of popular libraries, which was compatible with the ideas and requirements of social education.
