摘　　要：网络信息服务的无序发展正在损害社会文明成果,传统的管制策略无法达到规制的目的,通过引入外部性及其规制理论,提出宏观政策环境,统一而协调的监管体制,严格的特许制度,对污染性网络信息服务的高额税收,对非法网络信息行为的行政惩处以及适度的司法干预措施,六位一体有机结合,可实现网络信息的繁荣与传统文化繁荣的平衡。The Jumbling development of internet information is harming the civilization, the traditional regulation-by-law model could not constrain it. By introducing the externality and its ruling theory,including building the macro-policy environment, unifed and harmonious supervision mechanism, strict concession, corresponding levy to the filth network information service, administration penalty and moderate judicatory intervention, by those, we can realize the balance between internet information service and traditional culture.
