摘　　要：加强档案安全保障体系建设,是推动档案管理机制创新、有效提升档案管理水平的重要途径之一。本文分析了档案安全保障体系构建的现实意义和时代依据,提出了档案安全保障体系的基本内涵、主要内容及体系构成基本框架,确立了档案安全保障体系实现的目标和途径,为实现我国档案管理有序化、系统化、规范化发展探索新途径。Establishing an effective safety system in archives is among one of the vital mandates for the institutions so as to promote and enhance the preservation of and access to their collections. In this paper, the significant implementation of establishing safety system in archives is investigated, its main framework outlined, objectives and alternative approaches to complish the establishment of such a system in archives explored.
