摘　　要：我国跨系统区域信息资源共享除了东部少数发达地区开展较好外,其他地区进程缓慢,或者尚未开展,这与经济和社会发展的需求极不相称。阻碍我国区域信息资源共享的因素多种多样,本文对主要的共享障碍:管理体制条块分割、资金短缺、资源重复浪费严重、标准化进程缓慢、利益平衡机制缺失、服务差强人意、法律保障不完善等进行分析,目的是为制定我国区域信息资源共享的发展方略、充分开发利用区域信息资源、提升区域竞争力确立基础。The trans-system regional information resource sharing has been developing slowly in most areas in our country, and in some areas it is still to be carried out, except in some developed areas in East China. This situation does not match the regional economical and social development. Factors hindering the regional information resource sharing are various. The paper analyzes the most important obstacles, including strict seperation in management system, fund shortage, wasteful resource repetition, slow process of standardization process, absence of interest balancing mechanism, unsatisfactory service, insufficient legal ensurance, It is purposed to lay the foundation for making a strategic plan for regional information resource sharing development, for developing and making use of the regional information resources, and for uplifting regional competitiveness.
