政府社会性管制视角下的农村土地资源保护研究

摘　　要：政府管制是政府为矫正市场失灵和维护公共利益,在一定的法律框架下运用其行政权对某些行为进行的干预。把政府管制理论应用于农村土地资源的保护,具有十分重要的意义。本文在阐述了政府社会性管制是政府职能发展的必然之后,反思了政府社会性管制在农村土地资源方面的缺失,最后提出了完善农村土地资源保护政府社会性管制的措施。The government uses government regulation to correct market failure and maintain public interests under a certain legal framework by adopting the administrative power. The theory of government regulation is of great significance to the protection of rural land resources. This paper reflects the limitation of social regulation of government in the protection of rural land resources after the statement that the government＇s social regulation is an inevitable result of the development of government＇s functions. At last, this paper puts forward some measures of government＇s social regulation to improve the protection of rural land resources.
