摘　　要：一国对外政策的制定是决策者根据国家利益在理性选择的基础上制定的。但是,决策者制定外交政策又是处在一个复杂的国内政治环境之中,从而使得国内政治与对外政策处在一个相互影响的过程之中。综合来看,国内政治影响对外政策的制定、实施,影响对外政策实施的优先方向以及效果。反之,对外政策则反作用于一国国内的政治变革、经济变革以及一国参与国际体系的方式与程度。The foreign policy of a country is formulated by decision-makers in the interest of the state on a rational basis. The decision-makers,however,make foreign policies in the context of complicated domestic politics. Therefore,domestic politics and foreign policy influence each other. From a general point of view,domestic politics affect the formulation and implementation of foreign policy,especially the priority and effect of its implementation. Conversely,foreign policy also contributes to domestic political and economic reform as well as the way and degree the country gets involved in the international system.
