摘　　要：借鉴美国、日本、德国等国家的经验,结合我国国情,依照适度集中、政企分开、机构精干的原则,建立由中央统一管理,决策层、管理层和操作层相互分离的三级石油商业储备管理模式。决策层是国家石油流通主管部门,可设立国家石油商业储备办公室作为具体办事机构,管理层是石油公司储备分公司,属独立核算的特别法人机构,操作层包括石油公司下设的区域石油储备基地公司,从而实现石油商业储备一体化分工协作管理体系。The paper suggests that using the experiences of the United States, Japan, Germany and other countries for reference; as well as in accordance with the principles of moderate concentration, separation of enterprise from administration, and small in number but highly trained in organization; oil commercial reserves management pattern should be established based upon the unifi ed management of the central people's government, as well the interseparation of decision-making level, management level and operational level. It further explains that in the level of decisionmaking, an offi ce of national petroleum commercial reserves shall be set up in the competent government department for oil circulation work; management level is a subsidiary reserves company of the oil corporation, an independent accounting special incorporated company; operational level includes the subordinate base company of regional oil reserves of oil corporation; thus realizing the management system of division of labor and coordination of work under the integration of oil commercial reserves.
