论党在基层有效执政与社会主义和谐社会的构建

摘　　要：中国共产党在基层有效执政是社会主义和谐社会构建的关键,而社会转型过程中党在基层执政转型的滞后造成了党在基层执政的缺失,影响了党在基层的有效执政。基于这样一种逻辑,构建社会主义和谐社会要求执政党针对党在基层执政存在的缺失及其原因,实现党的基层执政转型,通过有效执政促进社会的有效发展与社会主义和谐社会的构建。The effective ruling of the CPC at the grassroots level is the harmonious society. The lagging of the CPC＇s ruling at the grassroots level in key of the construction of socialist the process of social transition causes the loss of the CPC＇s ruling at the grassroots level and affects the effective ruling of the CPC at the grassroots level. The construction of the socialist harmonious society requires that the CPC realize its transition at the grassroots level, promote the effective development and the construction of socialist harmonious society through effective ruling.
