摘　　要：近20年来,国内外对非工程防洪措施的研究和探讨非常活跃,它有效地弥补了工程措施的不足。鉴于我国的基本情况和对国外非工作程防洪措施经验,从非工程措施的概念、可行性分析和主要内容等方面,阐述了非工程防洪措施在洪泛区的应用。Over the past 20 years, non - structural flood control measures at home and abroad to study and explore a very active, its effective engineering measures to compensate for the deficiencies. In view of our country~ basic situation and foreign experience in flood control measures non - working process, from the concept of non - engineering measures, feasibility analysis, and describes the main content areas of non - engineering flood control measures in the flood plain applications.
