农村信用社双重改革目标冲突性分析——以安徽省为例

摘　　要：2003年启动的农村信用社改革提出了改革的双重目标:一是要使农村信用社更好地服务"三农",二是要实现农村信用社的商业可持续发展。本文选取安徽省四家不同组织形式的农村信用社2004—2008年的数据,研究本轮改革启动以来农村信用社双重改革目标冲突的缓和情况。研究表明,双重目标间的矛盾在实践中是能够得以调和的,双重目标在农村信用社运作过程中可以兼顾实现。The rural credit cooperative reforming since 2003 puts up dual goals:to make it serves agriculture-rural areas-farmers better and to achieve its sustainable commercial development.The statistics coming from 4 rural credit cooperative of varied organization forms during 2004 and 2008 were used to study the alleviation on conflicts of dual reform goals of rural credit cooperatives.The result of this research illustrates the conflict is reconcilable in practice and the dual reform goals could be both achieved.
