摘　　要：国际海洋法律秩序的创建过程及其导致的利益纷争集中体现了各国在海洋领域的既矛盾冲突又妥协合作的关系。从国际关系视角分析海洋法律秩序的建立、变迁与维持机理,有助于对相关制度的深层理解与把握。探讨国际海洋法律秩序的发展趋势,对国际海洋关系实践无疑具有重要意义。The construction of international marine legal order reflects the contradictional and cooperative relations among na- tions in marine field. Analysis on the construction, change and maintenance from the angle of international relations can help us to understand related systems. Analyzing the development trend of intemational marine legal order is undoubtedly of great significance for the practice of intemafional marine relations.
