摘　　要：从著作权权利限制的角度,解读我国现行著作权法律法规中与图书馆有关的合理使用和法定许可条款;指出数字信息环境下图书馆应根据三步检验标准、非营利使用等原则来确定可适用的业务范围并从多方面着手予以落实;呼吁全社会为继续扩大图书馆的豁免权而努力。In this paper, we analyze the fair use and statutory license terms related to libraries from the perspective of copyright restrictions of current effective copyright laws and regulations in China. In the digital environment, libraries should determine their practical businesses according to the principles of three-step test, non-profit use, etc, and try to operate them in different ways. Finally, we call on the whole society to make an effort to expand libraries＇ immunity.
