从人口与环境问题的视角对完善生态补偿机制的思考——基于冀西北人口、环境及生态补偿问题的调查分析

摘　　要：我国的生态问题主要是由于数量庞大、素质低下的农村人口问题所致。不解决人口问题,就不能从根本上解决生态问题。文章以冀西北为例,通过该生态圈内北京和天津两市对冀西北的教育对口支援、资金技术支持、推进农村人口向城市永久性转移的制度建设等,促进冀西北农村人口素质的提高、城市化和工业化的发展,进而推动农村人口向农外转移,减轻人口对环境的压力和破坏力,从根本上解决因人口问题诱发的生态问题,完善我国财政直接补贴的生态补偿机制。China＇s ecological problems lie on the mass less-educated human capital in rural areas. If the problems cannot be solved, we can not solve the ecological problems fundamentally. Based on the investigation of Northwest Hebei, this paper realized that the educational, capital and technological support from Beijing and Tianjin within the ecosphere to promote the permanent rural-urban migration through local industrialization and urbanization will play an important role in dealing with the ecological problems.
