我国海洋区域管理中存在的不协调问题及其对策研究

摘　　要："协调"是海洋区域管理的核心问题。海洋区域管理要协调各涉海行业间的关系、海洋区域管理部门与涉海行业的关系、管理部门各层级间的关系,以及管理部门与企业、公众的关系等。目前在我国的海洋区域管理中,仍然存在政策法规、管理体制、用海者利益等方面的不协调,困扰着海洋的可持续发展和利用。本文针对目前我国海洋区域管理中存在的不协调问题,分析其存在的原因,并从政策制定、执法保障、制度建设、技术创新等方面寻求解决问题的对策。＂Coordination＂ is the core of management of marine areas. Management of marine areas need to coordinate the relationship between the sea-related industries, the relationship between marine sea- related industries and the government, the relationship between the departments, enterprises and the pub- lic. At present, China＇s marine areas management still have some coordination problems in policies and regulations, management system, which problems with the oceans sustainable development. This paper targets at the current management of our marine areas that exist in non-conforming issues, analyze the reasons for its existence, and searching for solutions to this problem from policy makers, law enforcement protection, institution building, technology innovation.
