摘　　要：依据１９９６年的统计，全国工业污染源达标率在５０％左右，有的省份达标率低于４０％，环保重点城市达标率在３０％～４０％。环境达标任务十分艰巨。为使全国工业污染源在２０００年底实现达标排放，全国４６个环保重点城市实现双达标，提出对落后的企业继续推行“关、停、禁、改、转”方针；国家制定国家支持，地方、企业自筹资金用于环境保护，真正使我国环境保护的基础能力建设达到新水平。Based On the statistical results of 1996, only 50% of industrial enterprises reached the state pollution discharge limits,in some provinces less than 40%, in key cities of environmental protection about 30%-40%. For the reachment of national limits for industrial discharge and general environmental quality, the paper indicated the stronger lawsuit to backward enterprises,and the financial support for environmental protection.
