摘　　要：对海西创新体系建设及实施海西区域创新带动战略的优势、劣势、机遇和威胁作了详细的分析,并在此基础上给出了海西区域创新带动战略的路径选择,认为实施海西区域创新带动战略应紧密围绕"加快产业升级"、"满足就业需求"和"提高海西区域竞争力"为出发点,优先发展原创高新技术产业和创新类现代服务业,将增强自主创新能力作为实现产业结构调整、转变经济增长方式的主要途径,以实现海西区资源要素驱动型经济向自主创新驱动型经济转型。The paper analyzes the advantages, disadvantages, opportunities and challenges of the development of Innovation system and regional innovation strategy, putting forward the proposal of the path selection of innovation strategy. The paper points out that the regional innovation strategy implementation should give priority to the development of high and new technology industries and original innovation of modern services, promote economic growth mode transformation, and realize the economic transformation from resource elements driven to independent innovation driven model.
