摘　　要：我国地方政府在面对越积越大的债务风险时。努力寻求多种措施和渠道化解或转移其债务风险，而债务风险的横向转移因其具有较易实施和隐蔽性的特点。受到了地方政府的偏爱。但是，地方政府在横向转移其债务风险的同时会产生较大的负外部性，因而，研究防范和遏止地方政府债务风险的横向转移问题显得十分必要和迫切。Local government may seek various measures or channels to eliminate or transfer its debt risk. With the characteristics of practicability and elusiveness, horizontal debt risk transfer becomes local government＇s preferential option. But in the process of horizontal debt risk transfer, it causes great harm to coordinate the development of regional economy. So it＇s indispensable to take precautions to stifle the horizontal transfer of local governments＇ debt risk.
