摘　　要：通过分析总结我国铁路应急预案管理工作的特点,提出了一种针对铁路应急预案质量控制的技术框架,该方法具有结构清晰、实用规范等特点。应用该技术,能够有效提高我国铁路应急预案的科学性和可操作性,从而提高预案质量。Through summarizing the characteristics of the railway traffic emergency plan management in China, the paper puts forth the technical framework of railway emergency plan quality control which is distinguished with clear-cut structure and regulated practicality, etc. The application of the technology will potently increase the scientificity and operability of railway emergency plans in China and thus improve the quality of the plans.
