河流管理的伦理维度研究

摘　　要：河流伦理的构建将人与人之间的伦理关系拓展到人与河流的关系,扩大了道德共同体,为河流管理提供了新的视角。从哲学层面确立了河流新的价值尺度和基本权利,明确了人类开发利用河流的基本原则,建立了人类与河流的新型关系。河流管理应遵循尊重性、整体性、不损害、评价性、补偿性等底线原则。河流伦理的构建对于改善和调控河流管理,推动河流由单纯治理向有机管理转变,实现人与河流和谐相处,将起到积极的推动作用。The establishment of river ethic has developed the ethic relation from between people and people to the relation between people and river,enlarged moral community and provided a new visual angle for river management.The paper has established a new value scale and basic right of a river,clarified primary principles of river development and utilization and built up a new relationship between human and river on the aspect of philosophy.River management should follow the baseline principles of respect,integrity,no damage,evaluation and compensation.The establishment of river ethic will energetically improve and regulate river management,promote river changing from purely harnessing to organic management and achieve harmonious coexistence.
